Council Adopts 2026–27 Budget Focused on Infrastructure, Services and Community Investment

$12.76 million capital works program to deliver essential infrastructure improvements while maintaining a below-CPI rate increase

Northern Midlands Council has adopted its 2026–27 Annual Plan and Budget, setting the direction for Council services, infrastructure projects and community investment across the municipality for the year ahead. The Budget balances investment in community priorities with a strong focus on financial sustainability, asset renewal and responsible financial management. 

The adopted Budget includes a capital works program of approximately $12.76 million, with around 72 per cent of funding directed towards renewing and maintaining existing infrastructure. The program will support the roads, bridges, community facilities and essential services that residents rely on every day. 

Some key projects and initiatives for 2026–27 include:

Roads and Infrastructure

  • Progressing Campbell Town Main Street improvements from the King Street intersection to the Red Bridge.
  • Resealing and reconstruction of the remaining section of Ashby Road.

Parks, Recreation and Community Spaces

  • Pioneer Park, Evandale public open space upgrade.
  • Napoleon Street, Perth playground development.
  • Ross Recreation Ground facility upgrade.

Community Amenities

  • Construction of a toilet block at Napoleon Street, Perth.
  • Construction of a toilet block at Blackburn Park, Campbell Town.
  • Accessible toilet amenity upgrade at the Ross Caravan Park.

Council will also continue to invest in the ongoing renewal and maintenance of roads, bridges and stormwater infrastructure across the municipality, while supporting local communities through grants, special project assistance, festivals, events and promotional activities. Continued investment in community facilities, recreation assets, plant, fleet and technology infrastructure will help ensure residents have access to quality services, well-maintained public assets and the infrastructure needed to support future growth and development.

Mayor Mary Knowles OAM said the Budget reflects Council's commitment to delivering quality infrastructure and services while recognising the financial pressures facing households and businesses.

"Council has carefully considered the needs of our community and the rising costs facing all levels of government. This Budget allows us to continue investing in the infrastructure and services that support our towns and rural communities while maintaining a responsible approach to long-term financial sustainability."

As part of the Budget, Council adopted a 4.0 per cent increase in the general rate in the dollar and a 4.0 per cent increase in kerbside waste service charges for 2026–27. Council noted this increase is below the Hobart Consumer Price Index (CPI) annual movement of 5.1 per cent to March 2026 and has elected not to apply the additional 1.0 per cent sustainability adjustment identified in its Long-Term Financial Plan. 

Council also noted that the 2026 municipal revaluation has altered property values across the municipality. While the overall general rate will increase by 4.0 per cent, the impact on individual rate notices will vary depending on property type, location and valuation movements. Council has adjusted its rating model to help moderate the impacts of the revaluation and maintain equity across property classes. 

The 2026–27 Annual Plan and Budget supports Council's Strategic Plan 2021–2027 and continues investment in the people, places and infrastructure that contribute to a strong and sustainable Northern Midlands.
